The aim of the course:
The aim of this course is to examine reform studies in local governments in the context of, historical, administrative and financial dimensions in Turkey.
 
Programme OutcomesCTPOTOA
Upon successful completion of the course, the students will be able to :
PO - 1 : Can explain the historical, legal, administrative and economic development of local governments in Turkey.1 - 2
PO - 2 : Can explain the local governments reform in terms of administrative structure in Turkey.
PO - 3 : Can explain the reforms regarding the financial structure of local governments in Turkey.
PO - 4 : Can explain the local government reforms how affect the administraitve and financial autonomy of local government in Turkey.
CTPO : Contribution to programme outcomes, TOA :Type of assessment (1: written exam, 2: Oral exam, 3: Homework assignment, 4: Laboratory exercise/exam, 5: Seminar / presentation, 6: Term paper), PO : Learning Outcome

 
Contents of the Course
Local governments, local governments in Turkey, the problems of local governments and their problems and solutions, administrative reforms in local governments, financial reforms in local government, the KAYA Project and local governments, the MEHTAP project and local governments , Law No. 6360 and the reform of local government, the autonomy of local government, the privatization of local government services, local government reform and the comparison of Turkey in the world.
