The aim of the course:
Defining the urbanization and evaluating relations between zoning plan implementation and modern urbanization.

Upon successful completion of the course, the students will be able to :
LO - 1 : Students will learn the concepts of land administration and property, the Cadastre 2014 vision, and land object concepts, and will be able to prepare a main design project under realistic constraints and conditions.3.16,
LO - 2 : Students will be able to apply modern design methods in the main design project of land administration.3.26,
LO - 3 : Students will gain knowledge about the impacts of Land Readjustment (LR) on health, environment, and safety in social dimensions, as well as the contemporary challenges of the engineering field.7.36,
LO - 4 : Students will be able to effectively prepare design reports for Land Readjustment (LR) applications.7.46,
LO - 5 : Students will be able to examine, understand, interpret, and effectively write reports related to urban regeneration projects.3.16,

Contents of the Course
Areas of interests and roles of Land Management. The concept of Sustainable Land Management. The concept of Property. Local authorities and their duties. Revision of large scale topographic maps. Kinds of plans (environmental, regional and zoning). Kinds of zoning plans and their implementation. Regulation for urbanization and the concept of urbanization. Roles of surveyors in preparing zoning plans. Methods of implementing zoning plans. Land compensation. Land Readjustment. Application of zoning plan reforms (articles 10-b/c of related regulation) . Evaluation of alternative land parcel allocation methods. An overview of land valuation. Application of condominium rights. Coastal law. The use of Geographical/Urban/Land Information Systems in Land Management.

 Week 2Fundamental problems arising from land use. Environmental policies of cities, planning authorities, and local government units.
 Week 3Cadastral concepts. An overview of land management. Cadastre 2014 vision
 Week 4An overview of land management tools. Zoning plan implementation methods and their environmental impacts. The concept of expropriation.
 Week 5General approaches to Land Readjustment (LR) for urban area regulation.
 Week 6Introduction to the LR term project. Introduction to the procedures to be carried out within the scope of LR. Providing information about the effects of LR implementation on health, environment, and safety in universal and social dimensions.
 Week 7Designing a complex system, the LR implementation, to meet specific requirements (health, environment and security) under realistic constraints and conditions.
 Week 8Calculation of Contribution Rate (CR in English or DOPO in Turkish - Development readjustment share rate). Audit of implementation data linked to CR calculations.
 Week 9Midterm exam
 Week 10Subdivision approaches and processes. Interpreting data related to implementary development plans. Designing the complex process of distribution to meet specific needs under realistic constraints and conditions (health, environment and security).
 Week 11Providing knowledge on the importance of redistribution and parcel allocation in Land Readjustment (LR), the impacts of these practices on health, environment, and safety in social dimensions, and the contemporary challenges reflected in the engineering field.
 Week 12Providing information about the general evaluation of the LR, its impact on the plan implementation process and the problems experienced today.
 Week 13Urban Renewal approach and practices. Basic criteria and the role of the parties in implementation.
 Week 14Flat ownership legislation and its implementation. Calculation of betterment and shares in transition to flat ownership.
 Week 15Coastal legislation. Determination of coastal boundary line. Examination of the impacts of coastal planning relationships on health, environment, and safety.
